I noticed that ocamldep can't process Test.ml, etc. in 3.10. I also
noticed that camlp4 uses camel-cased file names exclusively. How does
ocamldep work with camlp4 then?

No, I'm using ocamlbuild and after renaming files it could not find
TestModule.ml when running ocamldep. I don't remember what the
problem was but it is what caused me to ask.
I'm using CamlCase now with the same 3.10 without any problems.

Confused --- is your original post saying that ocamldep 3.10 *requires* the
module TestModule to be in testModule.ml and *disallows* TestModule.ml? If
so, that would either be a bug or a very irritating new feature... (section
8.3 of the manual)
