I don't see anything that says the DEFINEs have to be symmetric.
Maybe this doesn't handle parameters like I assume it would, but how about:
IFDEF NDEBUG THEN
DEFINE LOG(expr) = ()
ELSE
DEFINE LOG = Printf.printf
ENDIF
