I got a response from Liang Wang, and its email solve my problem:
(owl is now working)
He told me:
If you have installed OpenBLAS from source,
then you don’t need to run `opam install conf-openblas`.
THE information for me !!!
Liang Wang recommend to install owl from source
then I follow the section:
"Option 4: Compile from Source"
from "https://github.com/owlbarn/owl"
rem: don't execute "make install" as root
because install only copy files in your .opam
