Have you looked at OMake - http://omake.metaprl.org/ ?
For simple OCaml projects, the OMakefile would be 1 line:
.DEFAULT: $(OCamlProgram prog_name, module1 module2 module3)
It's easy to install on Windows and it is self-contained (you do not
need GNU Make).
