What is the easiest way to tell ocamlbuild to always invoke ocamlc
with "-w a"?
I understand that I can set up flags in myocamlbuild.ml but I would
then have to apply them to files in my _tags, right?
Overall, I'm not sure how to do this and welcome any suggestions.

Yes, but warnings flags are predeclared.
ocamlbuild -documentation
You will see that there is a bunch of tags concerning warnings
In your _tags file:
true: warn_a
