This is a local your problem, ocaml-doc is currently listed as non-free
(section doc/non-free) in all debian boxes of mine and even in the
packages search engine (see
http://packages.debian.org/unstable/doc/ocaml-doc.html).
Even "vrms" on my machines list it as a non-free package.
Perhaps you have installed an old version? (IIRC sometimes ago ocaml-doc
was created from the ocaml package and was in "doc" section ..., but I'm
not sure).
