Yep, felix is still under active development, we've just been
busy/lazy and haven't cut a release yet. Our mailing lists are still
active.

We actually compile to c++, and then let the c++ compiler assemble the
code for us. The development has a ton of new features, like garbage
collection using judy arrays, and user extendable grammar. We're
exploring compiling straight to llvm, but that's a ways off. If we do
go that route, we'd try to preserve the ease of hooking into c and c++
libraries, but use llvm hooks to make the c/c++ call for us.
