I don't have any money to buy one. Worse, the product may itself need other 3PL. For example: PCRE depends on pcre. Markkus might sell a licence for PCRE but its useless without pcre, and he can't sell me a licence for that. The problem is scale. I have no problem with Ocaml because a really large client who wanted my system could indeed negotiate with INRIA if needed.
